[character history / background]: Born to two MMORPG-addicted parents, Higuchi had an unusual childhood. While he would attend school like any other child his age, his extra-curricular activities tended to be limited to buying his parents' dinners from the local convenience store and working his own 'part-time job' as a monster hunter in the MMORPG to help his parents earn enough game money to buy stronger weapons.
Well, it was either that or developing his hacking skills to the point where at age eleven, he created a virus at school strong enough to crash the MMORPG's online servers and completely wipe out ten years worth of game data in hopes that it would shake his parents' addiction long enough to return their focus to their real world. However, their connection to the real world had long been severed and with the loss of their fantasy world, Higuchi's parents decided to kill themselves rather than face the reality of what had happened.
Higuchi blamed himself for their deaths, of course, and bearing the guilt of what had happened, continued to hack, focusing on larger and larger targets. His trail, while hard to follow, eventually made him a prime suspect in an invasive takeover of the Metropolitan Police Department's computer system that lasted over three days.
But, the police department, hoping to take advantage of this, held back on properly charging him with the crime. Instead, they approached him with the intention of hiring him and using his insider knowledge to combat other computer crimes. It was this connection that first drew him into the HAL case. In fact, it was Higuichi who found that there was a HAL case to begin with, by looking into a new crime wave made up of a different sort of criminals, people controlled by an electronic drug that forced them to enact their criminal desires.
Higuchi took on this case as a personal challenge, treating Harukawa and his AI self, HAL, as opponents in a game of wits. Using his position in the department, Higuichi took advantage of his superiors' desperation after a particularly widespread televised test of the drug on HAL's part and was able to get their permission to perform human testing on those affected.
However, his arrogance in this also brought him into close proximity to both those affected by the electronic drug and the electronic drug itself and before he could completely defeat the drug, HAL took action. While looking in on his test subjects, Higuchi was ambushed and forcibly drugged.
With an already strong deviant mind thanks to his history of computer crime, he was the perfect target. Using his knowledge and his now intimate familiarity with the drug, Higuchi was able to upgrade it and make it more powerful in terms of usability and effectiveness. With this, Higuchi challenged Neuro, the one true obstacle in HAL's path, and drove him out of the city to a remote location in the mountains. This allowed HAL to continue his plans unhindered, even after Higuchi was defeated thanks to preemptive measures Higuchi had made to reduce the effectiveness of the drug on himself and Yako's quick thinking.
As the drug wore off, Higuchi explained more about HAL's plans before setting off back towards the city to clear his head.
[character abilities]: Higuchi is a genius hacker, able to completely crash a MMORPG, take over the Metropolitan Police Department's computer system, and match wits with a university professor in terms of skill. In his introduction arc, he is shown being able to read, modify, reverse-engineer, and improve the electronic drug, a computer virus that awakens latent criminal desires in anyone who views it, from its original form, as well as finding other ways to counter-act the drug's abilities. At present, he is still capable of doing this and using the electronic drug as a sort of weapon against others.
[character personality]: Higuchi is a very self-serving character. Despite the fact that he works for the police, it's made very obvious in canon how easily he can become a criminal if given the right incentive. But, his crimes and criminal urges are never shown to be out of personal greed. Most of what he does seems to be solely out of a want to challenge himself to see what he can bring down through his own power and intellect.
This powers a lot of his interpersonal interactions. Higuchi rarely acknowledges those he doesn't consider his intellectual equals unless he can't get what he wants through his usual means. This also means that he'll seek out people that interest him to hear their opinions on things, even private police matters.
He considers the criminals he works against as more opponents than he does actual law breakers to be apprehended. The crimes always take second place to the challenge it is taking them down. Higuchi is shown often openly bemoaning the fact that the criminal he's facing wasn't as hard to deal with as he thought and thus, less fun or interesting than he originally estimated. This is shown a lot in the arrogance he has when dealing with those he's 'beaten', even mocking those he's played a part in arresting and calling into question Harukawa's genius after he developed the original vaccine.
Nevertheless, thanks to his parents, Higuchi is incredibly grounded in the real world and extremely pragmatic. However, this realistic approach to things has made him realize just how much he can take advantage of his position. Higuchi has extremely little respect for authority, paying attention to the rules only when they prevent him from doing what he wants to do and only to the extent to see what it will take to break them. And, if he cannot directly move the rules out of his way, he will go about circumventing them through indirect means.

[journal post]:Aaaah, this isn't half a bad set-up you've got going here. Although you're probably going to regret giving half these people access to this 'Network' of yours.
Eh, it's not like there's much they can do to wreck it, I mean, but it's gotta be a lot of work trudging through half of this crap. Can some of these people even type?
[third person / log sample]:"You're an investigator, right?" Higuchi laughed, flipping open the board, before settling on digging out the rest of the contents of the box. "This sort of thing should be a piece of cake for you."
It had been a while since the incident and the doldrum of everyday work, especially of dealing with the increasingly paranoid police force, had started to creep along his nerves. Some days it seemed like Katsuragi's words back in the mountains, hopelessly and stupidly innocent as they were, were the only things reminding him of why he was still there.
It was probably why she was the one he'd gone to bug when the air in the police station had gotten too tense and the reigns on his behavior, once so lose, had tightened again. Even Usui, back to his old, hopelessly tyrannical self once more, seemed hesitant about getting too close. Of course, Usui would never admit that. Higuchi knew the other's pride would never allow that, but for as little as he liked dealing with most other people, Higuchi could read the signs well enough when he had to.
That was the reason why he was here. That and with his case load so light after the incident, hanging around the computer division was getting on his nerves. He hated the idea that he might actually be excited about taking on some of the smaller net crimes that had come up over the past few weeks. The thought of being too gung-ho about contributing to society and bringing justice to the masses was a little unnerving even for him. He didn't want to think that Ishigaki or the others had started rubbing off on him after all.
With a lazy motion, Higuchi neatly placed the pieces onto the board, glancing at the instructions as he did. It was rare he actually played physical board games, but it wasn't bad to do sometimes. And, without knowing the rules of this one, he was sure it would be more challenging for the both of them.
The deck of cards found their way to the middle of the board and Higuchi snagged the dice, holding them out for the other.
"Want to go first, Katsuragi? It'd only be fair."
